Qualified first-time buyers may be eligible to receive a tax credit of up to $8,000on homes purchased before April 30, 2010.&amp;nbsp; Repeat buyers may be eligible for a tax credit of up to $6,500. &lt;/font&gt;&lt;br&gt;&lt;br&gt;&lt;font size="2" face="Arial"&gt;To receive the tax credit, home buyers must comply with the IRS’s documentation requirements,including a fully executed IRS Form 5405.&amp;nbsp; On the form,which is available on the IRS’s Web site, taxpayers provide information supporting their claim of eligibility, such as income and home purchase date.&lt;/font&gt;&lt;font size="2"&gt;&lt;font face="Verdana"&gt;&lt;br&gt;&lt;/font&gt;&lt;/font&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="margin: 0in 0in 0pt;"&gt;&lt;font size="2"&gt;&lt;font face="Verdana"&gt;&lt;br&gt;&lt;/font&gt;&lt;/font&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="margin: 0in 0in 0pt;"&gt;&lt;font size="2" face="Arial"&gt;The IRS also requires home buyers to submit a copy of the closing or settlement statement that proves the transaction took place.&amp;nbsp; The IRS previously said that the statement should show “all parties’ names and signatures, property address, sales price, and date of purchase.”&amp;nbsp; However, since closing or settlement statements vary by state, and in some cases the form does not include both the seller’s and buyer’s signatures,the IRS has revised this requirement.&amp;nbsp; As long as the closing or settlement statement conforms to prevailing local practices, the IRS will accept it.&lt;/font&gt;&lt;font size="2" face="Verdana"&gt;&lt;br&gt;&lt;/font&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="margin: 0in 0in 0pt;"&gt;&lt;font size="2" face="Verdana"&gt;&lt;br&gt;&lt;/font&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="margin: 0in 0in 0pt;"&gt;&lt;font size="2" face="Verdana"&gt;&lt;font face="Arial"&gt;One stipulation for repeat buyers is they must provide documentation they lived in their former property for a consecutive five years out of the previous eight years.&amp;nbsp; Accepted documentation may include property tax records, hazard insurance records, or copies of annual mortgage interest statements filed with their federal taxes.&lt;/font&gt;&lt;br&gt;&lt;br&gt;&lt;/font&gt;&lt;font size="2" face="Arial"&gt;&lt;em&gt;&lt;span class="newsstorytitle"&gt;&lt;font color="#666666"&gt;&lt;font color="black"&gt;&lt;font color="black"&gt;&lt;font color="black"&gt;&lt;span&gt;&lt;span class="newsstorytitle"&gt;&lt;font color="black"&gt;&lt;font color="black"&gt;&lt;span&gt;&lt;a target="_blank" href="http://www.irs.gov/newsroom/article/0,,id=187935,00.html"&gt;&lt;/a&gt;&lt;div&gt;&lt;a&gt; Business spending on equipment and software appears to be picking up, but investment in structures is still contracting and employers remain reluctant to add to payrolls.While bank lending continues to contract, financial market conditions remain supportive of economic growth. If you (and your spouse, if married) have not owned a primary residence for a 3-year period before your purchase, and you have never taken advantage of the DC first time homebuyer credit, you qualify as a first-time homebuyer. Starting November 7, 2009, buyers who have lived in their primary residence for five of the last eight years can also qualify for a tax credit. The credit for repeat buyers also expires April 30, 2010.*&lt;br&gt;&lt;br&gt;&lt;span style="text-decoration: underline;"&gt;&lt;strong&gt;How does it work?&lt;/strong&gt;&lt;/span&gt;&lt;br&gt;Like all tax credits, it will directly reduce the total amount of taxes you owe. When you file your taxes, for the year you purchased your home, you will be able to subtract the amount of the credit from your Federal income tax liability, increasing the size of your refund or reducing the amount you owe. For example, if your ‘normal’ tax return shows that you owe $2,000 in taxes, with this credit, your tax liability could be lowered by $8,000—which means, in this example, you instead get a $6,000 tax REFUND check from the IRS.&lt;br&gt;&lt;span style="text-decoration: underline;"&gt;&lt;strong&gt;&lt;br&gt;Available at Closing&lt;/strong&gt;&lt;/span&gt;!&lt;br&gt;When the credit was first passed, money was not available until a buyer filed a tax return after the home purchase. Several states – 18 and counting – creatively found ways to make cash available to buyers at closing through their state housing finance agencies. The Federal government followed suit.&amp;nbsp; On May 29, 2009, the Department of Housing and Urban Development announced guidelines for FHA lenders that enable them to make the credit available to buyers to cover closing costs or a down payment above the 3.5 percent required for an FHA insured loan. This means the credit can be available at closing regardless of where you’re purchasing if your lender participates in this program. Check with your state housing finance agency as well as your lender for details.&lt;br&gt;&lt;br&gt;&lt;span style="text-decoration: underline;"&gt;&lt;strong&gt;How big is the tax credit?&lt;/strong&gt;&lt;/span&gt;&lt;br&gt;The tax credit is equal to 10% of the purchase price of your home up to $8,000 for first-time buyers and up to $6,500 for MOST OTHER buyers.&amp;nbsp; The full credit is available for single individuals whose adjusted gross income is less than $125,000.&amp;nbsp; For married couples filing jointly, the credit begins to phase out at an adjusted gross income of $225,000. The dollar amounts in the chart below correspond to a phase out of the full tax credit.&lt;br&gt;&lt;span style="text-decoration: underline;"&gt;&lt;strong&gt;&lt;br&gt;Other conditions you should know about&lt;/strong&gt;&lt;/span&gt;&lt;br&gt;- You cannot claim both the DC and the national First-time Homebuyer tax credit.&lt;br&gt;- Purchases by non-resident aliens are not eligible.&lt;br&gt;- 2009 and 2010 purchases financed by proceeds from a qualified mortgage issue are eligible.&lt;br&gt;- Any single family residence located in the United States that will be used as a primary residence and is purchased for $800,000 or less is eligible. Generally, a primary residence is the place where an individual spends most of his/her time. This includes single-family detached homes, condos or co-ops, townhouses or any similar type of new or existing dwelling.&lt;br&gt;- The credit will not result in an individual owing additional federal taxes under the Alternative Minimum Tax.&lt;br&gt;- Home purchases between relatives and other gifts of residences are not eligible for the credit.&lt;br&gt;- Other tax benefits of homeownership are still in place.&amp;nbsp; The mortgage interest deduction, capital gains tax exclusion, and property tax deduction are some well known examples.&lt;br&gt;- There is a recapture provision if you sell the home within three years of purchase.&lt;br&gt;&lt;br&gt;&lt;em&gt;* Current law allows potential buyers who enter into a written binding contract by April 30, 2010 to close by June 30, 2010 and still claim the credit.&lt;/em&gt;</content></entry><entry><title>WHAT IS FHA MORTGAGE INSURANCE?</title><link rel="alternate" href="http://blog.peninsularealtor.com/2010/01/24/what-is-fha-mortgage-insurance.aspx?ref=rss" /><id>tag:blog.peninsularealtor.com,2010-01-24:a67b21be-317f-484a-87d8-843ce8e94f75</id><author><name>Martha Longhi</name></author><category term="Real Estate" /><updated>2010-01-25T00:54:00Z</updated><published>2010-01-25T00:54:00Z</published><content type="html">&lt;font face="Arial" size="2"&gt;The Federal Housing Administration (FHA) insures mortgages offered by banks, savings associations, and other financial institutions. An FHA-insured mortgage is backed by the full faith and credit of the United States government. While FHA does not make loans, it benefits the homebuyer by providing mortgage insurance which encourages financial institutions to make affordable financing available.&lt;/font&gt;&lt;br&gt;&lt;br&gt;&lt;span style="text-decoration: underline;"&gt;&lt;strong&gt;The Benefits of an FHA Loan&lt;/strong&gt;&lt;/span&gt;&lt;br&gt;&lt;font face="Arial" size="2"&gt;FHA offers low down payment options, eligibility with less than perfect credit, a loan at a reasonable cost, and help if there is ever trouble making the mortgage payment. Because an FHA mortgage insures the lender against loss, an FHA mortgage typically has an interest rate that is competitive with the best in your market and lower than the rates charged for subprime and other non-prime mortgages.&lt;br&gt;&lt;br&gt;FHA not only helps people buy a home, but helps them keep it as well. In return for protecting lenders against loss, FHA requires financial institutions to offer assistance to borrowers experiencing difficulty making mortgage payments.&lt;/font&gt;&lt;br&gt;&lt;br&gt;&lt;strong&gt;Eligibility?&lt;/strong&gt;&lt;br&gt;&lt;font face="Arial" size="2"&gt;In order to be eligible for an FHA-insured mortgage, a borrower must:&lt;br&gt;&lt;br&gt;&amp;#8226; Occupy the property as the principal residence;&lt;br&gt;&amp;#8226; Possess a valid Social Security Number;&lt;br&gt;&amp;#8226; Have a two-year employment history;&lt;br&gt;&amp;#8226; School and military service count towards this two-year requirement.&lt;br&gt;&amp;#8226; Not be delinquent on any Federal debt such as a student loan or other FHA-insured mortgage; and&lt;br&gt;&amp;#8226; Meet flexible credit requirements.&lt;/font&gt;&lt;br&gt;&lt;span style="text-decoration: underline;"&gt;&lt;strong&gt;&lt;br&gt;Other Features worth Knowing About an FHA Insured Mortgage&lt;/strong&gt;&lt;/span&gt;&lt;br&gt;&lt;br&gt;&lt;font face="Arial" size="2"&gt;&amp;#8226; FHA adopted the industry appraisal standards permitting the use of the Fannie Mae appraisal forms with no additional specialized documentation, no Valuation Conditions form or Homebuyer Summary.&lt;br&gt;&amp;#8226; FHA has eliminated unnecessary requirements to make minor repairs.&lt;br&gt;&amp;#8226; The homebuyer and the seller, individually or jointly, can pay closing costs as agreed to in the sales contract.&amp;nbsp; FHA no longer limits what closing costs the homebuyer is permitted to pay.&lt;br&gt;&amp;#8226; Caps on payment and debt-to-income ratios are more generous than most standard conforming mortgage products.&amp;nbsp; The payment-to-income ratio may not exceed 31% and the debt-to-income ratio may not exceed 43%.&lt;/font&gt;&lt;br&gt;&amp;#8226; &lt;font face="Arial" size="2"&gt;The Federal Housing Administration (FHA)
won't raise the 3.5%minimum down payment requirement for mortgages it
guarantees as long as borrowers have FICO scores of 580 or better.&amp;nbsp; But
beginning early this summer, borrowers with credit scores below 580
will be required to make down payments of at least 10% in order to
participate in FHA's mortgage insurance program&lt;/font&gt;&lt;br&gt;&lt;font face="Arial" size="2"&gt;&amp;#8226; The buyer’s entire cash investment—as little as three percent—can be a gift from a family member, employer, charitable organization or local government entity.&lt;br&gt;&amp;#8226; The seller can contribute up to 6% of the home’s price toward closing costs through a seller’s concession.&lt;br&gt;&amp;#8226; There are no prepayment penalties on FHA-insured mortgages.&lt;br&gt;&amp;#8226; U.S. citizenship is not required but, for those who are not citizens, they must be lawful permanent or non-permanent resident aliens with a valid Social Security Number.&lt;/font&gt;&lt;br&gt;</content></entry><entry><title>The homebuyer incentive tax credit will not be renewed for a third time</title><link rel="alternate" href="http://blog.peninsularealtor.com/2010/01/22/the-homebuyer-incentive-tax-credit-will-not-be-renewed-for-a-third-time.aspx?ref=rss" /><id>tag:blog.peninsularealtor.com,2010-01-22:53003804-67fc-4896-8f0a-5427df09b360</id><author><name>Martha Longhi</name></author><category term="Real Estate" /><updated>2010-01-23T02:25:00Z</updated><published>2010-01-23T02:25:00Z</published><content type="html">&lt;span style="font-family: Arial; font-size: 8pt;"&gt;If you have

advocates of the $8,000 credit for first-time buyers and the $6,500
credit for move-up buyers made it clear during the debate on Capitol
Hill that the benefits would not be renewed when they expire. This fact
was confirmed by a lobbyist for the National Association of Realtors&amp;nbsp;at
the organization’s annual convention last month.&lt;/span&gt;&lt;/p&gt; &lt;p&gt;&lt;span style="font-family: Arial; font-size: 8pt;"&gt;So what does that mean&amp;nbsp;for potential buyers?&amp;nbsp; If buyers meet the income eligibility requirements, they have &lt;/span&gt;&lt;em style="font-family: Arial; font-size: 8pt;"&gt;until midnight April 30, 2010 to be in contract&lt;/em&gt;&lt;span style="color: rgb(128, 0, 0); font-family: Arial; font-size: 10pt;"&gt; &lt;/span&gt;&lt;span style="color: rgb(128, 0, 0); font-family: Arial; font-size: 8pt;"&gt;&lt;/span&gt;&lt;em style="color: rgb(128, 0, 0); font-family: Arial; font-size: 8pt;"&gt;&lt;span style="color: rgb(1, 7, 10);"&gt;&lt;span style="color: rgb(128, 0, 0); font-family: Arial; font-size: 8pt;"&gt;and &lt;/span&gt;&lt;em style="color: rgb(128, 0, 0); font-family: Arial; font-size: 8pt;"&gt;must close escrow by midnight June 30th to qualify.&lt;/em&gt;&lt;/span&gt;&lt;/em&gt;&lt;/p&gt;&lt;span style="font-size: 8pt; line-height: 115%; font-family: Arial;"&gt;Couples

$125,000 would qualify. That is up from the current $75,000 limit for

mortgage insurance premiums paid by all FHA borrowers to 2.25 percent,

period is for up to 12 months, with possible month-to-month contract extensions
after that period.&lt;span style=""&gt;&amp;nbsp; &lt;/span&gt;The program is
designed for borrowers who do not qualify for or have not been able to obtain
